I agree - as long as you're not using it so heavily (e.g. for p2p downloading) that it hogs their bandwidth, I don't see the harm. It's so easy to secure a network that I think it's fair to assume they're OK with people hopping on if it's unlocked.

Leading Edge, David! I will work on a video later, but for now, I too will respond (same as Mark).
Since there is no additional cost to the owner of the wireless network for you to tap in, and since the owner hasn't locked down their wireless network, I don't see the harm with you tapping in.
Do you happen to know which neighbor it is? If your conscience is bothering you about this, you could always approach the neighbor, let them know that their wireless network is available to you and is it ok if you share their internet connection. They may be totally ok with it, or they may decide to lock down their network. So IMHO, the choice is yours. :-)

Now on to your question, because (for now) I'm wimping out on a video response...
I say go for it, snag and use that signal if the neighbors leave it out there. Cant' tell you how many times I've connected to a neighbor's signal when our cable connection (comcast) went down. Always been very grateful. And it always makes me think about organizing with neighbors and sharing, but I just never get around to it... - Mark
